In Entertainment Weekly, Jim was quoted as saying Sec Walkin was a phrase that was on a pizza box delivered to him when he was in college.  His friend and him said it sounded like a country singer's name, and it's stuck with him ever since.

I thought it had a religious meaning to it (since most of the album does) so I assumed it was Secular.

Meaning there is nothing religious about what you are doing you are just taking it one step at a time and trying to live life.  But, thats just my opinion.
